Jisanjiso: Turning Sovereign AI into Real Economic Value for Regions
In the AI era, local production and local consumption (Jisanjiso) goes beyond consuming energy and resources produced within a region. It refers to a regional growth strategy that connects a region’s energy, industrial capabilities, data, talent, and research infrastructure with the national AI ecosystem to create new economic value, and then channels that value back into local businesses, jobs, talent development, and investment. As the era of Sovereign AI emerges, the role of Jisansoji is becoming increasingly important as a strategy for connecting national AI competitiveness with regional industrial capabilities.
‘Local production and local consumption’ in the AI Era
One of the emerging themes in Korea’s industrial and regional policy is Jisanjiso (地産地消). The term originally means “locally produced, locally consumed.” It has traditionally been used in the context of local food and agriculture, and more recently has been extended to distributed energy systems, where electricity generated in a region is consumed closer to where it is produced.
But in the AI era, Jisanjiso should mean more than local production and local consumption. It can be understood more broadly as a regional growth model in which local assets create new economic value, and that value is then circulated, retained, and reinvested within the region.

Every region already has assets of its own. They may include energy resources, manufacturing capabilities, ports and logistics infrastructure, universities and research institutions, operational data, or specialized talent. When those assets attract new technologies, companies, and investment—and when that investment in turn supports local businesses, creates high-skilled jobs, develops talent, and generates further investment—Jisanjiso becomes more than a consumption model. It becomes a shift from local production and consumption to local value creation, circulation, and accumulation. And this idea becomes particularly important in the age of Sovereign AI.
Sovereign AI and Regional Strategy
Sovereign AI is not simply about building a domestic AI model. It is about developing national capabilities across AI semiconductors, data centers, data, foundation models, talent, and real-world industrial applications, while reducing strategic dependence on external players.
But Sovereign AI leaves one important question unanswered: When a country secures greater AI sovereignty, where will the economic value ultimately stay?
If computing infrastructure, leading companies, venture capital, and specialized talent continue to concentrate in Seoul and a small number of major cities, national AI competitiveness may improve without fundamentally changing the economic structure of the regions.
Regions could remain providers of land, power, or industrial sites, while much of the higher-value activity, talent, capital, and decision-making remains elsewhere.
This is where Sovereign AI and Jisanjiso come together. If Sovereign AI is about building national AI autonomy and competitiveness, Jisanjiso is about ensuring that the economic value created by those capabilities takes root in regional businesses, jobs, talent, and industries.
This does not mean every region needs its own AI data center or semiconductor fab. The more important question is how each region can connect its existing strengths to the national AI value chain.

Strategic Communication for Regional Development
A manufacturing hub can become a testbed for AI factories and Physical AI. A port or logistics city can build capabilities around autonomous transport and intelligent logistics. Agricultural regions can create new opportunities through AgTech and climate AI. Regions with strong universities and research institutions can specialize in applied AI research and talent development.
The key question for local governments, therefore, should not simply be:
“How do we attract AI companies to our region?”
A more strategic question is:
“What distinctive role can our region play in the national AI ecosystem, and how can that role translate into long-term economic value for the region?”
This also changes how regional development strategy should be approached.
For decades, local economic development has often been measured by the ability to attract major factories, industrial complexes, or government-backed mega-projects. Success was frequently defined by whether a project was physically located within a particular jurisdiction. But the AI economy does not operate through isolated facilities. Around every major semiconductor, AI, or infrastructure investment sits a much larger ecosystem of components, equipment, software, logistics, R&D, education, professional services, and talent. A region therefore does not need to host the mega-project itself to benefit from it. What matters more is securing an important and defensible role within the wider value chain. Regional competition should therefore shift from “What did we attract?” to “What role have we secured in the national industrial ecosystem?”
This is also why strategic communication matters. There is a fundamental difference between saying: “Our region needs AI investment for balanced regional development.” and saying: “For the national Sovereign AI strategy to succeed, the industrial capabilities, data, infrastructure, and talent of our region are strategically necessary.”
The first message is about regional need. The second connects national need with regional capability. A strong strategic rationale is not a request for support. It is an argument that explains why the region matters to the success of a broader national and industrial objective.

Four Questions for Connecting Regional Assets with National Needs
To build that rationale, regional communication needs to connect four questions into one coherent story.
- What assets does the region already have?
- Why do those assets matter to the national AI strategy?
- What role can the region play in the industrial value chain?
- What economic value will remain in the region as a result?
Regional assets such as energy, manufacturing processes, logistics networks, industrial data, universities, and research institutions need to be translated into national relevance, then into a clear industrial role, and finally into tangible local outcomes: stronger regional companies, high-skilled jobs, talent development, and further investment.
This is why Jisanjiso should be seen not only as an economic strategy, but also as a strategic communications framework.
In the Sovereign AI era, regional competition will not be determined solely by who attracts the next mega-project. Regions that can clearly define their role in the national AI ecosystem, articulate why that role matters, and convert external investment and innovation into sustained local growth will be better positioned to compete.
Ultimately, Jisanjiso in the AI era is not simply about producing locally and consuming locally. It is about creating value locally, connecting that value to national growth, and ensuring that more of the resulting economic benefits are retained, reinvested, and compounded within the region.
That may be one of the most important ways to think about Jisanjiso in the age of Sovereign AI.
